The CARS process contains a series of ten steps that focus on community capacity building. Each step offers activities and actions designed to encourage the development of more responsive community services. The steps are frequently revisited when working to meet the needs of a community. The goal of the process is to support communities in developing the capacity and skills to secure and tailor government and non-government resources to meet the needs of their community.

The ten steps in the CARS process are organized into three areas of activity:
