The Community Indicators of Change Tool is a measurable support tool to track the progress communities make towards building more responsive community programs, services, and resources. The indicators are organized along a continuum that mirrors the stages of the CARS process and sets out the details and steps necessary for responsive service delivery. The tool provides information that encourages discussion and exploration of community partners in moving collectively as a community towards service responsiveness and integration.
